第二次世界大战后的1946年8月26日，法国、捷克斯洛伐克、波兰三国排球的代表在布拉格召开会议，倡议成立国际排球联合会。1947年4月间，国际排联在巴黎正式召开成立大会。
会议制定了国际排联***；选举了法国的保尔•黎伯为第一任主席；指定巴黎为总部所在地，英语和法语为联合会工作语言；成立了技术委员会、竞赛委员会和裁判委员会，并正式出版通用国际排球竞赛规则。同时会议决定于1948年在罗马进行欧洲排球锦标赛，1949年在布拉格举行世界男排锦标赛。
国际排联的成立标志了排球运动从娱乐游戏时代进入了竞技时代。其后，国际排联出色地领导和组织了一系列的世界大赛。
